More than half of enterprises in the European Union are now using paid cloud computing services, highlighting the rapid digital transformation of businesses across the Single Market.
In 2025, 52.7% of EU enterprises reported using paid cloud services, representing a significant increase of 7.4 percentage points compared to 2023. The growth is even more notable compared to 2014, when less than one in five businesses used such services.
Cloud computing is now widely integrated into business operations. The most commonly used services include e-mail (85.2%), office software (71.7%), and file storage (71.5%), followed by security and financial applications.
However, significant differences remain between countries. The highest adoption rates were recorded in Finland, Italy and Malta, while usage remained considerably lower in Romania, Greece and Bulgaria, where fewer than one in four enterprises use paid cloud services.
The data also shows strong growth in cloud adoption across most Member States between 2023 and 2025, with some countries recording double-digit increases.
For young entrepreneurs and SMEs, cloud computing plays a key role in improving efficiency, reducing costs and enabling access to digital tools. At the same time, the gap between countries highlights ongoing challenges in digital adoption.
JEUNE highlights that accelerating digitalisation is essential for strengthening competitiveness, but ensuring equal access to digital tools for SMEs across all Member States remains a key priority.
Overall, the figures point to a rapidly evolving digital business environment, where cloud technologies are becoming a standard component of modern enterprise operations.
